It is recommended that the Board of Supervisors:
Approve the Monterey County EMS Plan for the years 2019 through 2021 and authorize the Emergency Medical Services Agency Director to submit the EMS Plan to the California Emergency Medical Services Authority.

SUMMARY/DISCUSSION:
State law requires any county that establishes an Emergency Medical Services (EMS) program to develop a local EMS Plan and file it with the California EMS Authority (EMSA). Monterey County's initial EMS Plan was filed with the State in 1984, under the State EMS System Standards and Guidelines in effect at that time. The most recent Monterey County EMS Plan (2018) was submitted and approved by the Board on April 30, 2019. The next EMS Plan was to be due on September 30, 2020, but, on August 18, 2020, EMSA issued a memorandum providing an extension to the usual deadline for plan submission. This memorandum granted a 180-day extension from the date of cessation of the State's declared emergency on the coronavirus pandemic for submission of EMS plans. On December 14, 2020, EMSA issued a subsequent memorandum rescinding August 18, 2020, memorandum and providing additional clarification regarding the deadline extension. On July 13, 2022, EMSA issued a third memorandum announcing that the December 14, 2020 memorandum was to be rescinded as of August 1, 2022, and established requirements for local EMS agencies to submit updated EMS Plans.

The Monterey County EMS Plan that is submitted for your Board's approval today represents the thirteenth comprehensive revision of the County's EMS Plan since the current State EMS System Standards and Guidelines were published in June of 1993. This submission covers the calendar years 2019...
