RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Set a date for a public hearing on June 18, 2013, at 1:30 P.M., to consider adopting the Fiscal Year 2013-14 benefit assessments for Zones 1, 1A, 8, 9, 12 and 17; and,
b. Direct the Clerk to the Board to publish a hearing notice in the CALIFORNIAN, THE SOLEDAD BEE, THE REGISTER-PAJARONIAN and the KING CITY RUSTLER, at least ten days prior to the date set for the hearing.
SUMMARY/DISCUSSION:
The Board is being asked to set a public hearing to adopt flood control benefit assessment for Fiscal Year (FY) 2013-14. Attachments include maps of each zone and the proposed FY 2013-14 assessment rates that have been recommended by the Agency's Board of Directors. The proposed rates will include a 2.4% CPI increase for FY 2013-14.
On November 4, 1980, the electorate of the Agency's Zones 8, 9, and 12 approved the levying of flood control benefit assessment in accordance with ordinance 2626, adopted by the Board on May 20, 1980. On June 5, 1984 the electorate of the Agency's Zone 17 approved the levying of benefit assessments in accordance with Ordinance 2974, adopted by the Board on February 28, 1984. On July 16, 1996, and July 23, 1996, the Board of Supervisors passed Ordinances 3878 and 3881 creating flood control benefit assessments for Zones 1 and 1A, respectively.
The assessment will be used to fund operations and maintenance work in Zones 1, 1A, 8, 9, 12, and 17. Attached are copies of Public Hearing notices of the public hearing.
OTHER AGENCY INVOLVEMENT:
On April 22, 2013, the Agency Board of Directors approved Flood Control Benefit Assessments for Zones 1, 1A, 8, 9, 12, and 17; and recommended the schedule of assessments as attached to this document.
FINANCING:
Estimated FY 2013-14 revenues are as follows: Zone 1 (Fund 112) - $235,295; Zone 1A (Fund 112) - $143,759; Zone 8 (Fund 121) - $57,344; Zone 9 (Fund 122) - $1,013,760; Zone 12 (Fund 124) - $27,315; and, Zone 17 (Fund 127) - $100,706. These estimates are included in the Agency's FY 2013-14 Recommended Budget.
