RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize advanced step placement for Eric Bixler at Step 7 of the Chief Deputy Sheriff salary range effective July 7, 2025, in accordance with Personnel Policies and Practices Resolution (PPPR) No. 98-394, Section A.1.11.5.

 

SUMMARY/DISCUSSION:

Placement at an advanced step may be requested to compensate an employee, commensurate with their specialized knowledge, skill, years of relevant service, and recognition of their current compensation package.  Pursuant to the provisions of Personnel Policies and Practices Resolution (PPPR) No. 98-394, Board of Supervisors’ approval is required to authorize placement above step 3 in Unit Y. 

 

Chief Deputy Eric Bixler has dedicated his life to public service for more than 35 years.  Eric has served as an Emergency Medical Technician, a member of the United States Army and during law school he clerked at the Orange County Public Defender’s Office.  Eric started his law enforcement career with the Los Angeles Police Department in 1996.  During his time with the Los Angeles Police Department Eric rose to the rank of Lieutenant II.  While with LAPD Eric has been a federally sworn Task Force Officer with the Federal Bureau of Investigation, United States Marshals Service, and Drug Enforcement Agency. Eric has worked numerous assignments during his tenure including patrol, gangs, narcotics, crime analysis, Civil Rights Integrity, Transnational Organized Crime, firearms trafficking and importing, RICO, Homicide Conspiracies and Interpol.

 

Eric’s last assignment was as the Officer in Charge of the Federal Bureau of Investigation’s Transnational Organized Crimes Task Force, Federal Bureau Investigation’s Metropolitan Task Force and Violent Gangs with Homeland Security Investigations, the United States Marshals Apprehension Task Force and the United States Marshal’s Foreign Prosecution Liaison Unit, Interpol. Eric was also responsible for the tactical and firearms training for the Los Angeles Police Department’s Gang and Narcotics Division.

 

Eric earned a Bachelor of Arts in History from the University of California at Los Angeles where he was a member of the NCAA Championship Track Teams for 1987 and 1988 as a sprinter. During his time with the United States Army he received Platoon Guide of the Cycle for the entire Fort Jackson. Eric also holds a Juris Doctorate degree from Western States University College of Law.  During his time working narcotics, Eric was the top instructor for the California Narcotics Officers Association and won the CNOA award for narcotics officer of the year for all of Southern California as well as several medals for actions as an LAPD officer. Eric also holds POST, Basic, Advanced and Supervisory Certificates. 

 

In determining the appropriate step for appointment for this at-will position, Eric’s prior compensation levels which were at or above the salary schedule for this classification and the effect of differences in compensation and benefits for these positions were considered. Salary recommendations have been made in accordance with the County’s Personnel Policies and Practices Resolution (PPPR) sections A.1.11.1, and A.1.11.5. These sections provide for appointment at a higher salary step for reasons including credit for experience, avoiding injustice, and employee negotiation.  In conclusion, approval is requested to appoint Chief Deputy Bixler at Step 7 of the County’s current Salary Schedule for the classification of Chief Deputy Sheriff.

FINANCING:

This position is currently budgeted within the department at step 7 and there will be no increase in salary and benefits associated with these actions and no impact on the County General Fund.
