c. Authorize the Director of Public Works, Facilities, and Parks to advertise the projects’ “Notice to Bidders” in the Monterey County Weekly.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt Plans and Special Provisions for the Cooper Road Reconstruction, Project No. 1152 to reconstruct and resurface Cooper Road from Blanco Road to State Route 183, approximately 2.9 miles;
b. Adopt Plans and Special Provisions for the Murphy Road Reconstruction, Project No. 1169 to reconstruct Murphy Road from San Juan Road to Santa Cruz County Line, approximately 0.6 mile; and
c. Authorize the Director of Public Works, Facilities, and Parks to advertise the projects’
“Notice to Bidders” in the Monterey County Weekly.
SUMMARY/DISCUSSION:
Each project, in general, consists of reconstructing the existing asphalt roadway by grinding the existing pavement and reutilizing it as road base, overlaying hot mix asphalt (HMA) concrete, clearing and grubbing, installing pavement traffic stripes and performing traffic control. The Cooper Road project will reconstruct Cooper Road from Blanco Road to State Route 183, approximately 2.9 miles. The Murphy Road project will reconstruct Murphy Road from San Juan Road to the Santa Cruz County Line, approximately six tenths (0.6) of a mile. Both projects were identified as priority projects in the Capital Improvement Plan.
The bid openings for these projects are set for June 24, 2022, at 2:00 p.m., in the Board Chambers, County of Monterey, Administration Building, Government Center, 168 West Alisal Street, Salinas, California 93901. Construction of both projects is scheduled to begin in August 2022.
In accordance with the California Environmental Quality Act (CEQA), Public Works, Facilities, and Parks Department (PWFP) filed a Notice of Exemption on September 21, 2021. The projects have been determined to be categorically exempt (Class 1) because the projects are to perform repair and maintenance of existing streets and similar facilities which involve no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).
Adopting the plans and special provisions and authorizing solicitation of construction bids for these projects will allow PWFP to proceed into the construction phase. PWFP will return to the Board in July for approval to award the construction contract for these projects.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and the Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions and fiscal terms, respectively.
FINANCING:
The total estimated project cost for each project, including engineering, construction management, and construction is $5.5 million for the Cooper Road project, and $1.7 million for the Murphy Road project. Both projects are being funded by Road Funds, including Measure X, SB 1, and Transient Occupancy Tax (TOT).
The adopted FY 2021-22 Road Fund 002, budget includes $1 million in appropriations for the design phase of these projects, funded with Measure X, SB 1, and TOT funds. The recommended budget for FY 2022-23, that will be presented to the Board of Supervisors later this June for adoption, will include budget for the construction phase of these projects.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The projects will reconstruct approximately 3.5 miles of County maintained roads, extending the pavement life. The recommended action supports the following Board of Supervisors’ Strategic Initiatives:
