RECOMMENDATION:
It is recommended that the Board of Supervisors introduce, waive reading, and adopt an urgency ordinance to prohibit overnight parking from 10:00 pm to 6:00 am on Potrero Road: on the south side, from State Route 1, westerly to the terminus of Potrero Road at the north side of the Salinas River State Beach parking lot; and on the north side, from the centerline of Laguna Place westerly to the terminus of Potrero Road at north side of the Salinas River State Beach parking lot, in the unincorporated area of Monterey County. (4/5ths vote required).

SUMMARY/DISCUSSION:
On August 16, 2021, Monterey County Public Works, Parks and Facilities (PWFP) staff participated in a Virtual Moss Landing Community Meeting. At this meeting, residents voiced their concerns associated with overnight vehicles parking along Potrero Road. Residents feel the absence of signs prohibiting overnight parking encourages visitors to park in the neighborhood for extended periods.

In response to the community concerns, Board Referral No. 2021.22 was prepared requesting to codify 'No Overnight Parking' on Potrero Road in Moss Landing, and assigned to Public Works, Parks and Facilities at the October 26, 2021 Board meeting.
