Consider adoption of an ordinance amending Section 12.28.010 of the Monterey County Code to establish no parking at any time on the north side of Rio Road from the centerline with Oliver Road easterly to the centerline with Atherton Drive for a distance of 1,500 feet, in the vicinity of Carmel in the unincorporated area of Monterey County.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt an ordinance amending Section 12.28.010 of the Monterey County Code to establish no parking at any time on the north side of Rio Road from the centerline with Oliver Road easterly to the centerline with Atherton Drive for a distance of 1,500 feet, in the vicinity of Carmel in the unincorporated area of Monterey County.

 

SUMMARY/DISCUSSION:

On July 7, 2015, the Board introduced, waived the reading, and set July 21, 2015 for the consideration of adoption of an ordinance to amending Section 12.28.010 of the Monterey County Code to establish no parking at any time on the north side of Rio Road from the centerline with Oliver Road easterly to the centerline with Atherton Drive for a distance of 1,500 feet, in the vicinity of Carmel in the unincorporated area of Monterey County.  The Resource Management Agency - Public Works (RMA-PW) has been working on a project to rehabilitate the pavement on Rio Road from Highway 1 to Atherton Drive. 

 

While this project was being developed members of the public requested adding additional features to the roadway to accommodate bicycles and pedestrians.  Staff has reviewed the site, and Class II bike lanes could be added to the road while still delivering the original project this summer.  In order to provide the pavement width that is necessary to include bike lanes, the travel lanes would be reduced from 12 to 11 feet wide and parking would be eliminated from the north side of the road. 

 

RMA-PW staff recommends approval of the proposed no parking zone allowing for the bike lanes to be installed.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has approved the Ordinance as to form.  The California Highway Patrol concurs with this recommendation.  TAMC will provide the additional funding needed to install the bike lanes from an Active Transportation Program set aside from 2014 Regional Surface Transportation (RSTP) funds. 

 

FINANCING:

There is no financial impact to the General Fund.  Traffic control devices are paid from the Road Fund.  The cost to install the necessary signing is estimated at $800.00.  There are sufficient appropriations available in the FY 2015-16 Adopted Budget for the Road Fund (Fund 002, Unit 8195) to finance this work.
