RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive a presentation on the Final Draft Report "Evaluation and Analysis of Monterey County's Solid Waste Management System;" and
b. Provide direction to staff.
SUMMARY:
The attached final draft report provides a comprehensive evaluation, analysis, scenarios and recommendations related to an integrated countywide waste management approach.
DISCUSSION:
In 2013, the Monterey Bay Area Managers Group, composed of local government and special district chief executive offices, began discussions on the need to analyze the most effective approaches to waste management countywide. Subsequent to a recommendation by the managers group, an agreement was approved to identify roles, responsibilities and goals of a countywide integrated solid waste management system. The parties to this agreement included the County of Monterey, Salinas Valley Solid Waste Authority (SVSWA), Monterey Regional Waste Management District (MRWMD) and the cities of Carmel-by-the-Sea, Del Rey Oaks, Gonzales, Greenfield, King City, Marina, Monterey, Pacific Grove, Salinas, Sand City, Seaside and Soledad.
The parties acknowledged that:
1. The objective of the analysis was not to merge the two existing solid waste processing and disposal agencies.
2. The SVSWA and MRWMD set their respective rates as their boards determine appropriate and that nothing in the analysis has the objective of establishing a uniform and equalized countywide rate structure between the two authorities.
3. All parties would share in the cost of the study to be done by an outside party with the City of Gonzales as the lead (contracting) agency.
