RECOMMENDATION:
It is recommended the Board of Supervisors authorize the Contracts/Purchasing Officer to sign the attached Agreement with Introspect (formerly Jim Guy, DBA Introspect) for inmate counseling, substance abuse, pre-release planning and post-release follow up at the Monterey County Adult Detention Facility and Jail for an amount not to exceed $250,000 for Fiscal Year 2015-16 and an amount not to exceed $250,000 for Fiscal Year 2016-17, for a total contract cost of $500,000.

SUMMARY/DISCUSSION:
Introspect began its partnership with the Monterey County Jail in Fiscal Year 2003-04 for the provision of substance abuse and counseling programs. The program continued forward for many years in a similar format, but was revamped in Fiscal Year 2012-13 to extend services to the AB 109 population to provide them with employability services, life skills training; pre-release planning and post-release follow through. This contract was subsequently amended in Fiscal Year 2013-14 to add an additional two years to the contract. The Sheriff's Office is entering into a new agreement with this vendor in keeping with the County's direction of having all vendors sign standard language agreements, with exhibits conforming to county standards, and because this vendor changed business names during this time period.
