RECOMMENDATION:
a. Approve and authorize the Director of Child Support Services to execute a third extension, retroactive to January 1, 2017, for the host agency agreement with Senior Service America, Inc. (SSAI) Senior Community Service Employment Program (SCSEP), for continuing with the creation of a mutually beneficial partnership to better serve Monterey County residents and Child Support Services (CSS) customers, extending the term to January 31, 2017, at no cost to Monterey County.
b. Accept non-standard county liability and indemnification provisions as recommended by the Director of Child Support Services.

SUMMARY/DISCUSSION:
The SCSEP program, active beginning July 2015 with CSS, is an on-the-job training and employment program designed to help those aged 55 and older update their job skills, build work experience and confidence, and continue to have economic security and well-being. The program is a beneficial situation for CSS because it provides the department, at no cost, with additional staff to complete general office work and strengthen partnerships with non-profit organizations. These participants provide enhanced services and do not take the place of any full-time, permanent Monterey County employee.
