RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt the Monterey County Mental Health Services Act Fiscal Year 2016-17 Annual Update.

SUMMARY:
The Mental Health Services Act ("MHSA"), also known as Proposition 63, requires each county to develop a Three-Year Program and Expenditure Plan ("MHSA Plan"). The MHSA Plan for Monterey County was adopted by the Board of Supervisors on September 15, 2015. In the second and third year of the MHSA Plan period, counties are required to prepare Annual Updates to their adopted MHSA Plan. The purpose of the Annual Update is to update budget information, and if needed, make changes to programs. The Board of Supervisors adopted the MHSA FY 2015-16 Annual Update on March 22, 2016. Program planning activities will soon be underway to shape the upcoming Three-Year Program and Expenditure Plan, covering the Fiscal Years 2017-18 through FY 2019-2020.

DISCUSSION:
The MHSA FY 2016-17 Annual Update ("Annual Update") reflects the priority needs and system improvements as described in the "Programs/Services Description" section, and includes the necessary fiscal adjustments to both revenues and expenditures, assuring MHSA-funded programs are in accordance with Behavioral Health's Adopted Budget for FY 2016-17.

A draft of the Annual Update was initially presented to the Monterey County Mental Health Commission ("Commission") for their review and comment at their September 22, 2016 meeting. The draft MHSA FY 2016-17 Annual Update document was translated into Spanish; both documents were posted and distributed for the required 30-day (October 20, 2016 through November 18, 2016) Public Comment Period.
