Report

RECOMMENDATION:

It is recommended that the Board of Supervisors approve the Bylaws of the Area Agency on Aging Advisory Council.

SUMMARY/DISCUSSION:

Monterey County Department of Social Services (DSS) administers the Area Agency on Aging (AAA) Advisory Council along with a variety of programs funded by the Federal Older Americans Act. The Advisory Council assists in the development of strategic plans that are a requirement of the funding contracts overseen by the California Department of Aging. As a part of that effort, Advisory Council members assess the needs of local seniors, study proposed legislation, review proposals and provider contracts for services. In addition, members advocate for older adults in Monterey County at local, state and national forums.

The California Department of Aging has requested that the bylaws of the Advisory Council be reviewed and updated every five years. The current version was approved by the Board of Supervisors in May 2011. The proposed changes to the bylaws are not substantial in nature.

OTHER AGENCY INVOLVEMENT:

The drafted changes to the bylaws were approved by the Advisory Council on February 16, 2017. County Counsel provided input to the AAA Advisory Council and has approved the final version.

FINANCING:

Approval of this action has no impact on the County General Fund.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Area Agency on Aging Advisory Council is mandated by the California Department of Aging as a part of the funding agreement to provide coordination of services for the aging population. As a result, it correlates to the Administration Strategic Initiative adopted by the Board of Supervisors by providing leadership in addressing issues that relate to older Monterey County residents.
