RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Auditor-Controller to amend the FY 2017/18 Adopted Budget, Fund 013, Appropriation Unit DEO003, increasing appropriation and estimated revenue by $771,214, funded by prior year CDBG project allocations (4/5ths vote required.)
SUMMARY/DISCUSSION:
In Fiscal Year 2016/17 the Community Development Block Grant (CDBG) had appropriations for $1,854,793 for grant projects. Of those funds only $1,083,579 were expended last fiscal year. $771,214 of those expenditures were projects which were extended to the current fiscal year. At the time of the budget process it was not known how many of the large projects were going to need to be extended and how much of each project was going to roll into FY 2017/18.
Some of these larger projects were the San Lorenzo ADA project $200,000, the Cayatano Park project $200,000, City of Greenfield ADA $248,600, GRID Alternatives $40,000, City of Salinas Con Plan $38,000 and a few other minor programs and projects. We are requesting an increase to appropriations and estimated revenue to finalize payments for these projects which were approved and started last fiscal year.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office has reviewed the report.
FINANCING:
Funding for these projects was approved last fiscal year and the revenue will come from the CDBG grant, Fund 013, Appropriation Unit DEO003, Unit 8200.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The CDBG projects will further promote the Board of Supervisors Strategic Initiatives.
