RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the use of the Quail Meadow Picnic Area at Toro Park on July 10, 2018 for a fund-raising event held by the Rotary Club of Salinas Santa Lucia in compliance with Monterey County Code Section 14.12.130(A)(14); and
b. Find that leasing a picnic area at an existing County park for a one-time event is Categorically Exempt pursuant to Section 15301 of the CEQA Guidelines.

SUMMARY:
The Rotary Club of Salinas Santa Lucia has requested to reserve the Quail Meadow Picnic Area at Toro Park to hold a fundraising event on July 10, 2018. The event starts at 3 p.m. The Facility Use Agreement received on April 13, 2018 indicated 'No' under 3. f. which asks if the primary purpose of the event is to serve as a fundraiser. The Rotary Club contacted the RMA Parks reservation line on June 25, 2018 to update the event application, change their response from 'No' to 'Yes', which necessitated a Board Report. The fundraising consists of alcohol sales. This event is estimated to include 60-70 people. The rental agreement for the Quail Meadow area includes vehicle entrance for 20 vehicles. Each additional vehicle entrance will be a fee of $8.00 per vehicle, which will be charged upon arrival on each vehicle.

Pursuant to Monterey County Code Section 14.12.130(A)(14), all political rallies, religious services, and any fundraising activities must have prior approval from the Board of Supervisors. Security will be provided by First Alarm and has been secured through the RMA.
