RECOMMENDATION:
It is recommended that the Board of Supervisors:
Receive and accept the 2018-2020 EMS System Strategic Plan prepared by Fitch & Associates, LLC for the Emergency Medical Services (EMS) Agency.
SUMMARY:
The EMS 20/30 System Redesign is a three-phase process that will culminate with the selection of a new 911 Exclusive Operating Area (EOA) ambulance service provider for Monterey County. Phase One - System Assessment evaluates the status of the current Monterey County EMS System. Phase Two consists of strategic planning including the development of an EMS System Strategic Plan, which will serve as a roadmap to guide the strategic adaptation of the EMS System during 2020 to 2030. Phase Three entails the development, issuance, and award of a Request for Proposal (RFP) which involves the development of detailed procurement specifications, releasing an RFP, and selecting a successful contractor by February 2019.
Phase One of the EMS system redesign has been completed. Phase Two will be completed with the acceptance of the EMS Strategic Plan presented along with this Board Report. This EMS Strategic Plan is the key deliverable for Phase Two of Monterey County EMS 20/30: EMS System Redesign. The mission, vision, values, goals, and objectives of the Plan were collaboratively developed during stakeholder meetings conducted by Fitch & Associates in mid-February 2018 that included a series of exercises, review of the EMS System Assessment Report recommendations, and consensus-building small group discussions.
