a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a new two (2) year agreement containing non-standard language with Covanta Holding Corp. DBA Covanta Energy LLC for incineration of narcotics, knives and other small weapons in the amount of $20,000.00; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future amendments to the agreement where the amendments do not significantly change the scope of work, and where the amendments do not increase the contract value more than ten percent (10%) or $2,000.00, for a maximum, not to exceed amount of $22,000.00.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a new two (2) year agreement containing non-standard language with Covanta Holding Corp. SUMMARY:
The Monterey County Sheriff's Office (MCSO) collects and removes narcotics and small weapons, such as shanks, knives, throwing stars and nun-chucks in the course of conducting investigations. These items are not returned to the public and are destroyed.
A destruction facility must carry a special level of licensure to accept and incinerate narcotics and small weapons, and our local landfill does not perform this function. MCSO has a contract with Stericycle for medical waste, but Stericycle does not accept narcotics for destruction.
