RECOMMENDATION:
It is recommended that the Board of Supervisors approve the Monterey County Child Care Planning Council updated Bylaws, approved by the Council on September 20, 2018.
SUMMARY/DISCUSSION:
The Monterey County Child Care Planning Council has updated its Bylaws to streamline language and formatting, to change term limits of members and stagger officer terms, and to update its mandated requirements per changes in funding provided by California Department of Education.
Substantive changes are:
• Article II - Simplified Authority and updated for accuracy.
• Article IV - Updated language of Purpose without changing content.
• Article V - Simplified and updated to accurately reflect Duties per state mandate.
• Article VI
o Removed term limits for Council members.
o Defined minimum attendance required of members.
• Article VII
o Clarified duties of Officers.
o Staggered officer terms.
o Named Council Coordinator (a staff position) as Secretary and a non-voting Officer.
• Article VII - Clarified duties of Committees.
• Article IX - Reduced number of required Council meeting to four (4) from six (6).
