Approve a Professional Services Agreement with ICF, Jones and Stokes in the amount of $900,000 to complete the Environmental Impact Report for the Monterey County Water Resources Agency's Interlake Tunnel and Spillway Modification Project, subject to review and approval by County Counsel; and authorize the General Manager to execute the Agreement.

RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

a. Approve a Professional Services Agreement with ICF Jones and Stokes in the amount of $900,000 to complete the Environmental Impact Report for the Monterey County Water Resources Agency's Interlake Tunnel and Spillway Modification Project, subject to review and approval by County Counsel; and
b. Authorize the General Manager to execute the Agreement.

SUMMARY/DISCUSSION:
The Monterey County Water Resources Agency (Agency) entered into a Professional Services Agreement (Agreement) with Horizon Water and Environment (Horizon) to prepare the Environmental Impact Report (EIR) for the Interlake Tunnel and Spillway Modification Project (Project). Horizon's contract expires January 2019 and staff has decided to not extend or renew the contract. ICF, Jones and Stokes (ICF) originally bid on the Request for Proposal (RFP) for the Project and was second in the scoring. Staff requests that ICF become the EIR consultant for the remainder of the Project. This Agreement will allow the development of the EIR to continue with very little interruption after January 2019, and includes the work and remaining budget in the existing EIR contract.

None

FINANCING:
The Agency's Adopted Budget for FY 2018-19 in Fund 426 - Interlake Tunnel and Spillway Modification Project has sufficient appropriations to support the agreement amount of $900,000, and it is included as a reimbursable task under the California Department of Water Resources grant of $10 million.
