RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 4 to Mental Health Services Agreement A-13221 with Interim, Inc. to increase FY 2018-19 amount from $14,836,451 to $15,716,940 (an increase of $880,488), and revise the total Agreement of amount from $36,735,530 to $37,616,019 (a total Agreement amount increase of $880,488) for the term July 1, 2016 through June 30, 2019.

SUMMARY/DISCUSSION:

Monterey County has contracted with Interim, Inc. for many years to provide residential and day treatment programs, supportive housing, homeless outreach, supported education and employment services, peer navigation and community-based wellness and recovery activities that provide normalizing experiences for adults with serious mental illnesses, many of who also have co-occurring substance abuse disorders. The programs provided by Interim, Inc. have been developed in collaboration with the Behavioral Health Bureau in response to community needs identified during local planning processes.  This Amendment No. 4 reflects the expansion of the Shelter Cove supportive housing and MCHOME programs serving homeless individuals struggling with mental illness, the enhancement of the Peer Partners for Health - Wellness Navigation program to include the new Transportation Coaching project, and the associated budget modifications to these programs as well as to the Assertive Community Treatment Welcoming & Engagement Team program.

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV.B.) and a defunding provision (Section IV.D.), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. Amendments 1, 2, 3 and original Agreement are on file with the Clerk of the Board.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically:
