RECOMMENDATION:
a. Consider approval of the assignment of members of the Board of Supervisors and County staff to serve on boards, committees, and commissions for calendar year 2019;
b. Provide direction on the continuance or dissolution of each of the Board of Supervisors’ Ad Hoc Committees; and
c. Consider approval of corrections to the boards, committees and commissions list.
SUMMARY
Members of the Board of Supervisors and County staff are assigned to serve on various standing or ad hoc committees of the Board, agencies, joint power authorities, and a variety of other groups. The appointments are typically approved at the first Board meeting of the calendar year and are valid for the remainder of the calendar year unless modified by subsequent action of the Board. This report seeks approval of those appointments for calendar year 2019, direction on continuance or dissolution of the Board ad hoc committees, and a variety of corrections to the appointments list.
DISCUSSION
2019 Appointments
A list of proposed appointments for calendar year 2019 is included for the Board’s consideration in Exhibit A. Exhibit B is a tracked changes version of the 2018 appointments list.
Ad Hoc Committees
Currently there are five (5) Board of Supervisors’ Ad Hoc Committees. Board direction is being sought regarding the continuance or dissolution of each of these committees.
• Animal Services Ad Hoc Committee: The work of this Ad Hoc Committee is nearing completion. Staff recommends the continuance of this Committee into 2019.
• Housing Authority of Monterey County - Ad Hoc Tenant Commissioner Selection Committee: County Counsel recommends that this Ad Hoc Committee remain in place in the event that a selection needs to be made in 2019.
• Election Campaign Financing Ad Hoc Committee: Seeking Board direction regarding continuance/dissolution/Board appointments.
• Monterey County Water Resources Agency Ad Hoc Committee: Staff recommends this committee be dissolved.
• Natividad Medical Center Strategic Planning Ad Hoc Committee: Staff recommends this committee be dissolved.
Corrections to the Appointments List
The following corrections are recommended to the appointments list:
• Change the name of the “Health and Human Services Committee” to the “Health, Housing, and Human Services Committee”;
• Change the name of the “Urban/County Community Development Block Grant (CDBG) Committee” to the “Monterey Urban County Standing Committee”;
• Add the “Housing Authority of Monterey County - Ad Hoc Tenant Commissioner Selection Committee”;
• Change the name of the “Restorative Justice Commission” to the “Community Restorative Justice Commission”;
• Change the name of “Monterey County Children and Families Commission” to “First 5 Monterey County”;
• Delete the “Gang Task Force Steering Committee” as this Committee is no longer operational;
• Change the name of the “Monterey County Military & Veterans Affairs Advisory Commission” to the “Military & Veterans Affairs Advisory Commission”;
• Change the name of “Monterey Regional Water Pollution Control Agency” to “Monterey One Water”;
• Delete the “Successor Agency to the Monterey County Redevelopment Agency Oversight Committee”. This Committee was dissolved by operation of law on 7/1/18 and has been replaced by the Consolidated Oversight Board (no Board member appointment required).
OTHER AGENCY INVOLVEMENT
This report has been coordinated with the District 2 Member of the Board of Supervisors.
FINANCING
There is no financial impact to the General Fund due to the appointments listed in this report. Costs related to the operation of various boards, committees and commissions are funded in the appropriate departmental budget related to their operation.
