Approve and authorize the Director of Information Technology (ITD) to execute a non-standard Entry and Testing Agreement with SBA Structures, LLC, enabling the County to perform radio site testing at 3400 Red Wolf Drive, Carmel, CA, for the term of 90 days to begin February 1, 2019 at no cost.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Information Technology (ITD) to execute a non-standard Entry and Testing Agreement with SBA Structures, LLC, enabling the County to perform radio site testing at 3400 Red Wolf Drive, Carmel, CA, for the term of 90 days to begin February 1, 2019 at no cost.  

 

SUMMARY/DISCUSSION:

The Entry and Testing agreement will enable the County of Monterey to perform a limited duration test of a public safety radio repeater at the Lobos Ridge site, in the vicinity of Carmel Highlands.  The purpose of the testing is to evaluate the potential of the site to expand County radio coverage. This location is considered optimal to enhance radio coverage in and around the City of Carmel-by-the-Sea, Carmel Highlands, the western portion of Carmel Valley, portions of Pebble Beach, and Carmel Hills.

 

ITD is exploring expansion of the Next Generation digital radio system to increase coverage in this area. A small radio transmitter system may be required to provide additional coverage. This testing conducted by ITD will determine if the Lobos Ridge site can be utilized to provide this coverage.

 

At the conclusion of the test, Monterey County Radio Shop, ITD, in conjunction with the Next Generation Operations Board and the City of Carmel-by-the-Sea Police Department, will determine next steps. SBA Structures will sign their entry and testing agreement second to the County.

 

OTHER AGENCY INVOLVEMENT:

County Counsel reviewed the Entry and Testing agreement as to form.  County Counsel does not approve non-standard indemnity provisions, in which the County indemnifies SBA Structures, LLC.

 

FINANCING:

There is no cost for this agreement, therefore, there is no impact to the County General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement supports coverage testing to enhance public safety radio coverage in, and around, Carmel-by-the-Sea. Testing will last for approximately three months.
