Approve and authorize the Director of Information Technology or his designee to execute a termination agreement with the State of California, ending the County’s lease of telecommunications vault, rack, and antenna space at the state Ben Lomond Radio Site, Santa Cruz County, effective June 30, 2017, and providing for termination fees of $3,729.34.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Information Technology or his designee to execute a termination agreement with the State of California, ending the County’s lease of telecommunications vault, rack, and antenna space at the state Ben Lomond Radio Site, Santa Cruz County, effective June 30, 2017, and providing for termination fees of $3,729.34.

 

SUMMARY/DISCUSSION:

The purpose of the proposed termination agreement is to conclude the County’s lease of vault space at the State of California Ben Lomond Radio Site in Santa Cruz County. This location provided Sheriff’s Office emergency radio communications coverage to the northern portions of Monterey County during a period of time when coverage was not available from any other system or location within county boundaries.

 

Following the buildout of the County Analog Overlay radio system in 2014, the County’s Ben Lomond transmitter equipment remained in place until 2016, at which time ITD radio technicians removed the equipment to be repurposed at other locations. Following equipment removal, the lease remained in place as a back-up contingency measure.  Had the Ben Lomond lease been immediately terminated, and if unforeseen County emergency radio communications needs had arisen, a new lease would have had to be initiated. Restarting a lease acquisition is extremely time-consuming process and the County’s ability to meet unforeseen communications needs could have been compromised.  In contrast, reinstalling County equipment at an existing leased location is very quick and easy and would have enabled the County to readily adapt to unforeseen circumstances.

 

The Ben Lomond Radio Site, Santa Cruz is no longer needed by either the Sheriff’s Office, or any other agency in Monterey County.  Systems are now in place that end the need for maintaining the site as a back-up contingency measure.  Execution of the termination agreement ends County access to the site and ends County liability for rent of the leased vault space effective June 2017. The State will sign the termination letter second to the County and return an original for County records.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the termination agreement as to form.

 

FINANCING:

Funding for this expense is included in the Sheriff Department FY 18-19 budget under Department 2300, Appropriation Unit SHE001.  There will be no further expense to any future budget years.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Ben Lomond radio transmit site previously supported Monterey County Sheriff’s office public safety communications. The site is no longer needed by either the Sheriff’s Office, or any other agency in Monterey County. The termination agreement furthers emergency radio communications that protect the public.
