RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts Purchasing Officer or Contracts Purchasing Supervisor to sign Amendment No. 4 with Bagley Enterprises, Inc. (with a term of July 1, 2013 through June 30, 2019 and not to exceed $125,000) to change the scope to allow for annual inspections rather than more frequent inspections for services related to used oil and filter collection.

SUMMARY:
Bagley Enterprises, Inc. provides services related to the used oil recycling program in Monterey County. These services include site inspection and repair of used oil and filter collection equipment and supports the Environmental Health Bureau's Used Oil and Filter Collection and Recycling Program. The change from more frequent inspections to annual inspections was in consultation with CalRecycle after a review of services and costs. This action does not prevent inspections on demand for repair or maintenance.

DISCUSSION:
Pursuant to California Public Resources Code sections 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery ("CalRecycle") has established various payment programs to make payments to qualifying jurisdictions.

Since 1994 Monterey County, through the Health Department 's Environmental Health Bureau, has administered a countywide Used Oil and Filter Collection and Recycling Program.
