RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution authorizing the County Administrative Office to file a Grant Application on behalf of the County of Monterey with the State of California Cultural, Community and Natural Resources Grant Program for partial funding of a Potable Water project at Laguna Seca Recreation Area and appoint the Assistant County Administrative Officer as agent to conduct all negotiations.
SUMMARY/DISCUSSION:
The current water system at Laguna Seca Recreation Area does not meet federally mandated arsenic levels of compliance for potable water. The current water also shows high levels of copper and iron. To provide potable water throughout Laguna Seca Recreation Area, outdated water systems need refurbishment and replacement of existing, non-functioning water systems and the installation of a water filtration plant. Once complete this project will provide safe water to all facility staff and guests.
There are three distinct elements to the Potable Water project that must be completed to achieve the goal of providing safe, clean, drinkable water to the public: 1) Drill a new well to access water and replace one non-functioning well. Existing pump components must be repurposed, refurbished or replaced to complete this process; 2) Design and install a new water treatment plant into the water distribution system; and, 3) Decommission and replace with new or refurbished 100,000-gallon storage tank to extend the life of the current tank.
