RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/ Purchasing Officer or Contracts/Purchasing Supervisor to sign an Agreement with Encore Oils, LLC dba SeQuential for no cost removal of used cooking oil from the Monterey County Youth Center for the period May 1, 2019 to March 31, 2024; and
b. Accept non-standard and modified contract provisions as recommended by the Chief Probation Officer.

SUMMARY:
The Probation Department recommends approval of the proposed non-standard Agreement with Encore Oils, LLC dba SeQuential for no cost removal of used cooking oil from the Monterey County Youth Center for recycling into environmentally friendly biodiesel.

DISCUSSION:
The Probation Department operates kitchen facilities at the Youth Center to provide meals to residents and to the detained youth at the County Juvenile Hall. Disposal of used cooking oil by a qualified contractor is necessary and required as it is considered a hazardous waste; improper disposal can also result in sewer line overflows/blockages, resulting in costly repairs. There are few companies available in this area that provide this service. Encore Oils, LLC dba SeQuential will provide for the safe removal and disposal at no cost to the County
