RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health or the Assistant Director of Health to sign an Agreement with Clinica de Salud Del Valle de Salinas (Clinica) for the coordination of timely primary and oral health services to Whole Person Care (WPC) enrollees as coordinated by The County of Monterey Health Department (Health) for the term April 10, 2019 through December 30, 2020.
b. Approve non-standard insurance and indemnification provisions in Agreement as recommended by the Director of Health.

SUMMARY/DISCUSSION:
The County of Monterey Health Department (Health) administers the Whole Person Care Pilot Program ("WPC"), which coordinates physical health, behavioral health, and social services for vulnerable Medi-Cal beneficiaries who are high users of multiple systems and continue to have or are at risk of poor health outcomes. WPC must ensure that WPC enrollees receive timely, appropriate primary and specialty health care services from a qualified provider. There are times when patient appointments at the County's primary and specialty care clinics are scheduled more than 30 days into the future, which is beyond the timeline specified in the County's agreement with the State of California for a WPC enrollee health care appointment.
