RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

a. Approve an agreement with Maggiora Bros. Drilling, Inc., in the amount of $298,892 for the 2019 Castroville Seawater Intrusion Project (CSIP) Well Destruction Project; and
b. Authorize the General Manager to approve change orders up to a cumulative amount of ten percent of the agreement amount; and
c. Authorize the General Manager to execute the agreement.

SUMMARY/DISCUSSION:
The Monterey County Water Resources Agency (MCWRA) is responsible for maintaining the supplemental irrigation wells as part of the Castroville Seawater Intrusion Project (CSIP). CSIP wells: 04G02, 10E02, 15C02 and 22B01 have not been operated either due to seawater intrusion contamination or well casing failure. All four wells are impacting the water quality of the Pressure 400-Foot Aquifer. Therefore, the proper destruction of the wells is necessary to prevent the flow of seawater-intruded ground water from the Pressure 180-Foot Aquifer into the Pressure 400-Foot Aquifer.

The Agency had planned to destroy two of the four wells in FY 2018-19 however, the work was not completed due to other priorities. Therefore, the Agency is now planning to destroy the four wells in FY 2019-20. In June 2019, the Agency sent out a solicitation for bids to perform the well destructions. A total of three bids were received and opened on July 25, 2019 as follows:
