RECOMMENDATION:
a. Approve Lease of City Property Amendment No. 1, as revised by City of Salinas, for the purpose of accommodating juror parking at 111 West Alisal Street in Salinas (Attachment A)
b. Find that the approval of the amendment as revised is categorically exempt from CEQA under section 15301 of the CEQA Guidelines; and
c. Authorize the Chair to sign Lease of City Property Amendment No. 1, for the purpose of accommodating juror parking at 111 West Alisal.

SUMMARY/DISCUSSION:
On August 27, 2019, the Board considered a Lease of City Property Amendment No. 1, effectively shifting existing parking in City Lot 17 from City use to County use as juror parking. Draft language in the amendment included the County agreeing to: "not pursue development or construction of a temporary parking lot at Church and Gabilan Streets". The Board expressed concern with being too restrictive for addressing temporary parking needs and approved the amendment with revised language: "the County agrees to collaborate and coordinate with the City of Salinas in the development of a temporary parking lot at Church and Gabilan, City of Salinas police station, or other location, and ..."

The Salinas City Council took up this matter at their meeting later that same day. The Council expressed similar concern of language that was too specific relative to use of sites like the Police Station.
