RECOMMENDATION:
It is recommended that the Fort Ord Committee:
a. Receive a presentation from the Fort Ord Reuse Authority regarding the 2018 Transition Plan Transportation Study; and
b. Consider the study and provide direction to staff, as appropriate.
SUMMARY/DISCUSSION:
As identified in the Fort Ord Reuse Authority (FORA) 2018 Transition Plan (FORA Resolution 18-11, Section 2.2.6), FORA in coordination with the Transportation Agency of Monterey County (TAMC) is preparing a regional traffic modeling analysis to inform the final Fiscal Year 2019-2020 FORA Capital Improvement Program (CIP). The purpose of the study is to analyze the impacts of possibly not pursuing or constructing the Gigling Road and Northeast-Southwest Connector Road (formerly referred to as Eastside Parkway) projects currently identified in the FORA CIP on the Ord Community and inform FORA's final year CIP.
At the FORA Administrative Committee (FORA AC) meeting on September 4, 2019, FORA staff presented the draft results of the Transportation Study (Attachments 1 and 2). FORA staff anticipates returning to the FORA AC at its September 18th meeting for the Committee to consider making a recommendation to the FORA Board. It is recommended that the Fort Ord Committee receive a report from FORA, consider the study, and provide direction to staff, as appropriate.
OTHER AGENCY INVOLVEMENT:
FORA developed its 2018 Transition Plan to prepare for its legislated dissolution on June 30, 2020, and the FORA Board will consider the Transportation Study results to determine if modifications to the final year CIP are warranted prior to dissolution.
FINANCING:
