RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute a no extension Amendment No. 2 to Agreement A-13554 with EVALCORP for the provision of evaluation services to add $12,200 for a revised total contract amount not to exceed $327,075 for the term of May 31, 2017 through June 20, 2020.

SUMMARY:
The Health Department, Behavioral Health Bureau ("Behavioral Health") is required by State regulations to conduct an annual evaluation of Prevention & Early Intervention ("PEI") services funded by the Mental Health Services Act (MHSA). The proposed Amendment No. 2 adds additional evaluation services to be provided during the current term of the Agreement.

DISCUSSION:
Behavioral Health previously entered into an Agreement with EVALCORP, a research and consulting firm with experience providing evaluation for counties and other public entities in California. Thus far, EVALCORP has produced two (2) PEI Evaluation Reports for Behavioral Health and is on track to produce a third one by March 2020. The pending Amendment No. 2 to Standard Agreement A-13554 adds additional evaluation services in the development, implementation and evaluation of a need's assessment survey as one element of the local planning process for the upcoming MHSA Three Year Program and Expenditure Plan for FY 2020-21 through FY 2022-23.
