RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of the Health Department or Assistant Director of the Health Department, on behalf of Monterey County, to sign Amendment No. 2 to the Standard Agreement with the MSW, Inc. (term of September 21, 2015 through July 30, 2020 for an amount not to exceed $95,000) to increase funds by $30,000 for an amount not to exceed $125,000 for solid waste consulting services.

SUMMARY/DISCUSSION:
MSW Consultants, Inc. is a consulting firm with expertise in advising local agencies regarding solid waste issues including the entire spectrum of integrated waste management (collection, hauling, processing, and landfill operations). MSW Consultants, Inc. acts in cooperation with Health Department/Environmental Health Bureau staff in matters related to solid waste including annual rate reviews, financial audits of haulers, and analysis of solid waste issues in general.

This activity supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative: 2) Enhance community health and safety through prevention. It also supports one of the ten essential public health services, specifically: 6) Enforce laws and regulations that protect health and ensure safety.

OTHER AGENCY INVOLVEMENT:
The Office of County Counsel-Risk Management has reviewed and approved this Amendment No. 1 as to form and legality. The Auditor-Controller's Office has reviewed this Amendment No. 1 as to fiscal provisions.
