RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve the proposed amendments to the Bylaws of the In-Home Supportive Services Advisory
Committee.
SUMMARY/DISCUSSION:
Monterey County Department of Social Services (DSS) administers the In-Home Supportive Services (IHSS) Advisory Committee. The Committee submits recommendations to the Board of Supervisors and the Aging and Adult Services branch, including IHSS and Public Authority, providing input on Monterey County IHSS services. As a part of that effort, Advisory Committee members assess the needs of IHSS providers and consumers, study proposed legislation, and review procedures and policies. In addition, members advocate for IHSS providers and consumers in local and state forums.
The current version of the IHSS Advisory Committee bylaws was approved by the Board of Supervisors in March 2019. The proposed changes to the bylaws are not substantial in nature. They provide clarification on the spacing guidelines for committee seat vacancies in order to avoid the effort of filling multiple vacancies at the same time.
OTHER AGENCY INVOLVEMENT:
The drafted changes to the bylaws were approved by the Advisory Committee on July 30, 2019. County Counsel provided input, then approved the final version on August 28, 2019.
FINANCING:
Approval of this action has no impact on the County General Fund.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This amendment correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to update the bylaws for the Advisory Committee, which allows them to better advocate for and support providers and recipients in the In-Home Supportive Services program.
