RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

Receive the 2016, 2017, and 2018 Groundwater Extraction Summary (GEMS) Reports.

SUMMARY/DISCUSSION:
By ordinance (3717, 3718, 3851 and 3886) water suppliers within Zones 2, 2A and 2B of the Monterey County Water Resources Agency (MCWRA) are required to report water-use information for groundwater extraction facilities (wells) and submit Agricultural and Urban Water Conservation Plans. The purpose of these ordinances and resulting GEMS program is to provide the MCWRA with accurate water use information to effectively manage groundwater resources. These reports summarize the data submitted to MCWRA by well operators.

Due to resource constraints, the MCWRA has fallen behind in the completion of annual GEMS Reports. MCWRA efforts have instead focused on continuing ongoing data collection and, more significantly, the development of data processing and reporting tools to streamline the overall program. This strategy has resulted in improvements to both stakeholder reporting and Agency processing of GEMS data. In the amount of effort it previously would have taken to produce a single GEMS Report, the MCWRA has completely processed three GEMS Reports. Future GEMS reporting will continue to see improvements in how this vital data is both submitted by stakeholders and analyzed and processed by the MCWRA. These three reports cover the 2016, 2017, and 2018 extraction and conservation reporting years.

OTHER AGENCY INVOLVEMENT:
This item was received by the Monterey County Water Resources Agency Board of Directors on January 21, 2020.

FINANCING:
There is no financial impact for receiving these reports. The activities associated with completing these reports are funded in Fund 116 and included in each year's budget.
