Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Office Supervisor to execute Amendment No. 1 to Agreement No. A-12761 with GEO Reentry Services, LLC to extend the expiration date from June 30, 2020 for six (6) months through December 31, 2020, in the amount of $479,062 for a total contract amount of $5,269,687, to continue to provide services to adult offenders participating in the Day Reporting Center (DRC) for the revised term July 1, 2015 to December 31, 2020; and

b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Office Supervisor to sign one (1) future amendment to the Agreement where the amendment does not significantly change the scope of work.

 

SUMMARY:

As the County has initiated RFP# 10760 and contract award might not be completed until after the current Agreement expiration date of June 30, 2020, the Probation Department is recommending extending Agreement No. A-12791 with GEO Reentry Services, LLC, for six (6) months through December 31, 2020. Upon the award of the new contract, this Agreement can be terminated by exercising the thirty (30) days written notification clause.

 

DISCUSSION:

On June 23, 2015, the Board of Supervisors approved Agreement No. A-12791 with GEO Reentry Services, LLC for the period July 1, 2015 through June 30, 2018.  The executed contract also allowed for the option to extend the Agreement for two years.

 

On March 7, 2018, the Board of Supervisors approved exercising the option to extend Agreement No. A-12791 with GEO Reentry Services, LLC for two (2) years for continuation of Day Reporting Center (DRC) services for adult offenders in Monterey County, for the period July 1, 2018 through June 30, 2020.

 

The recommended Amendment No. 1, extending the current contract through December 31, 2020 under the same terms and conditions, will allow for continuation of services until the new RFP is awarded. 

 

The Day Reporting Center offers counseling, treatment, life skills classes and job training to eligible participants. These services are supported by AB 109 - Public Safety Realignment funding, fill a critical gap in the post-detention transition of adult offenders, and provide needed rehabilitative services.  The continuation of these services is necessary to support offenders in their journey toward rehabilitation and reintegration in the local community.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Amendment as to legal form, insurance requirements and fiscal provisions.  Agreement No. A-12761 and the letter of extension agreement are on file with Clerk of the Board. The Community Corrections Partnership (CCP) has recommended continuation of services and funding for FY 2020-2021.

 

FINANCING:

Funding for this contract in the annual amount of $958,125 is calculated on a maximum of 90 clients daily and is supported by Public Safety Realignment Act (AB109) and by State reimbursement for services provided to parolees. Cost for services for a maximum of $324,000 per year is partially offset through a separate contract with the California Department of Corrections and Rehabilitation (CDCR). This amount is calculated on the basis of 30 parolee clients, at a daily cost of $30 per client, for an estimated 360 days per year, but is paid based on actual enrollment. 

 

Funding for this contract has been approved by the CCP and has been included in Probation’s Recommended Budget for FY 2020-2021. There is no anticipated increase in County General Fund Contribution with the current recommended action.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports key objectives of Economic Development by providing employment opportunities and helping to reduce poverty in the adult offender population; and Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
