RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Cost Sharing Agreement between the City of Salinas and the County of Monterey for the Roundabout at the Intersection of Alisal Road and Sconberg Parkway and Pavement Rehabilitation of Portion of Alisal Road; and
b. Authorize the Resource Management Agency Director to sign the Cost Sharing Agreement, including a County contribution of $535,000 for design and construction.

SUMMARY:
The City of Salinas (City) is in process of finalizing plans to construct a roundabout at the intersection of Alisal Road and Sconberg Parkway, which is located at the City-County limits. Pavement rehabilitation for Alisal Road, from the City limits to Hartnell Road, is part of the County's Capital Improvement Program (CIP) for FY 2019/20 and 2020/21.

The City is proposing to construct and maintain the entire roundabout, including the portion that is just outside the City limits. As part of this project the City will also be reconstructing sections of Bardin Street and East Alisal Street. Following discussions with City staff regarding their project, County staff proposes to extend the pavement reconstruction further south into the County for an additional 700 feet (approximately) as part of our capital project. The proposed Cost Sharing Agreement (Agreement) establishes the roles and responsibilities for this collaborative project with a County contribution of $535,000.
