RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

Recommend a nominee from the Monterey County Water Resources Agency (MCWRA) Board of Directors or MCWRA staff for appointment to the Salinas Valley Basin Groundwater Sustainability Agency for consideration by the County of Monterey Board of Supervisors.

SUMMARY/DISCUSSION:
The Sustainable Groundwater Management Act (SGMA) was established to provide local (newly-formed) Groundwater Sustainability Agency's (GSA) the tools and powers needed to develop, implement and monitor groundwater in a sustainable manner. The SGMA defines sustainability as a 50-year horizon, and through the use of Groundwater Sustainability Plans (GSPs), the GSA has the ability to manage and regulate the use of groundwater within the groundwater basin for which it is responsible.

The governance structure for the Salinas Valley Basin Groundwater Sustainability Agency is a Joint Powers Authority (JPA) with an 11-member Board of Directors. This includes a seat for an Other GSA Eligible Entity Director Position. There are Primary and Alternate positions filled by an individual member from the County of Monterey, Monterey County Water Resources Agency, or Monterey One Water. The current term expires on June 30, 2020. Supervisor Alejo is the current Primary and Paul Sciuto, M1W GM, is the Alternate. MCWRA staff asks that the Board consider recommending to the Board of Supervisors a nominee from the Board of Directors or MCWRA staff for appointment.
