RECOMMENDATION:
It is recommended that the Board of Supervisors:
Adopt a resolution authorizing the County Administrative Officer or his designee to sign a Memorandum of Agreement and all related documentation on behalf of the County for the JAG grant application with the City of Salinas, subject to review and approval by County Counsel.
SUMMARY:
The Monterey County District Attorney's Office has the opportunity to continue to obtain direct grant funds under the U.S. Office of Justice Planning, Edward Byrne Memorial Justice Assistance Grants (JAG) FY 2019 Award Program. This would be the fifth year of applications and receipt of such funding if the MOU is approved. This is an opportunity to continue to receive funds for the purchase of new investigative equipment, which funding is not otherwise available in the departments approved budget. No matching funds are required for acceptance of this grant funding.
DISCUSSION:
The requested action is part of a continuing cooperative arrangement with the City of Salinas and the District Attorney's Office to secure this funding, in accordance with the requirements of the JAG grant program.

OTHER AGENCY INVOLVEMENT:
The County Administrative Office and the City of Salinas support this action and are prepared to enter into a Memorandum of Agreement.

FINANCING:
There will be no new net county cost to the County General Fund; this funding will be added to the FY 2020-21 budget in a separate board action after full approval of the MOU. Total funding provided in the grant is $91,280, with $18,106 of those funds reserved for the Office of the District Attorney.
