RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve and authorize the Director of the Department of Social Services to sign Amendment #1 Agreement No. A-14409 with the Alliance on Aging, adding $52,556, which increases the contract total to $573,330, for a term of July 1, 2019 through June 30, 2020 to continue providing long term care ombudsman and Health Insurance Counseling (HICAP) services to Monterey County older adults.

SUMMARY/DISCUSSION:
The Alliance on Aging was established in 1970 and continues to be the largest, local non-profit agency in Monterey County dedicated to improving the lives of older adults. This amended agreement strengthens ombudsman and HICAP services to provide better oversight of long-term care facilities and to assist older adults in making Medicare choices.

This amendment adds an additional $52,556 to enhance existing services and is in alignment with the Federal Older Americans Act and the goals of the Monterey County Area Agency on Aging. This increase in the contract total is due to an increase in federal and state funding through the California Department of Aging.

OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

FINANCING:
Funding is provided by the Older Americans Act and the California Department of Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2019-20 Modified Budget.
