Support a recommendation to the Board of Supervisors to:
a. Approve the Memorandum of Understanding by and between the Monterey Regional Waste Management District and the County of Monterey regarding the litter abatement program for an amount not to exceed $25,000, and a period concluding June 30, 2021
b. Approve the Memorandum of Understanding by and between the Salinas Valley Solid Waste Authority and the County of Monterey regarding the litter abatement program for an amount not to exceed $100,000, and a period concluding June 30, 2021.
c. Authorize and direct the Auditor-Controller to amend the Fiscal Year 2020-21 Adopted Budget, General Fund, Fund 001, Litter Control Appropriation Unit RMA002, decreasing appropriations and estimated revenue by $75,000. (4/5th vote required)

It is recommended that the Budget Committee support a recommendation to the Board of Supervisors to:
