RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Basin Management Advisory Committee:
Receive a report on the Agency’s Well Permit Application Review and Reporting Procedures.
SUMMARY DISCUSSION:
This report is being provided in response to discussion at the July 1, 2020 BMAC meeting, wherein committee members commented on the format and content of the Well Permit Application Update that is provided monthly to both the Board of Directors and BMAC.
At the January 7, 2020 BMAC meeting, staff presented a report with proposed revisions to the Well Permit Application Update and sought feedback on the changes. BMAC members approved a motion receiving the revised report and, on January 21, 2020, the BOD approved the proposed revisions (Attachments 1 and 2).
The Agency serves as a technical advisor to the Monterey County Health Department, Environmental Health Bureau in the well permit application review process. The Agency reviews permit applications for well construction, destruction, and repair activities throughout the County, though the nature of the Agency’s role varies depending on the location of the activity to be permitted, expected annual pumping volume from the proposed well, expected pumping rate of the well, and well use type (e.g. domestic or irrigation) as shown in Table 1.
