RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                                          Approve and authorize the Chief Probation Officer to sign Agreement with Turning Point of Central California, Incorporated in the amount not to exceed $598,600, to provide Transitional Housing services for adult offenders eligible for the AB109 Public Safety Realignment plan for the term from July 1, 2021 to June 30, 2022; and

b.                                          Authorize the Chief Probation Officer to sign up to three (3) future amendments to the Agreement where the amendments do not exceed ten percent (10%) of the original contract amount ($59,860) and do not significantly change the scope of work.

 

SUMMARY:

AB109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB109 Public Safety Realignment plan. Funding is allocated for custody, supervision, housing, and treatment services. Turning Point of Central California, Incorporated will provide transitional housing services for adult offenders.

 

DISCUSSION:

AB109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB109 Public Safety Realignment plan; this plan includes funding for transitional housing services.

 

Turning Point of Central California (Turning Point) was allocated funding in the amount of $598,600 for fiscal year 2021 - 2022 to provide transitional housing services for adult offenders eligible for the program.

 

Turning Point is a non-profit agency providing a residential program which offers housing with supervision, and support services for up to six (6) months for male and female offenders. 

 

OTHER AGENCY INVOLVEMENT:

The Agreement has been approved by the Office of County Counsel-Risk Management as to legal form and risk provisions, and by the Auditor-Controller as to fiscal terms. 

 

FINANCING:

Funds associated with this recommendation are provided by the State AB109 Public Safety Realignment Act of 2011. Funding for all AB109 programs has been authorized in the current State budget, and funding for this program is included in Probation’s Budget Unit 8165 in the Recommended Budget for FY 2021-2022. There is no cost to the County General Fund Contribution associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation to provide housing and employment services supports key objectives of: 1) Economic Development by providing housing opportunities to improve economic circumstances of the adult offenders; 2) Health and Human Services by providing access to County services that improve their quality of life and residential stability; and 3) Public Safety by assisting with self-sustainability to aid in crime prevention and successful reintegration into the community.
