a. Approve and authorize the Director of the Department of Social Services to sign an agreement with the Regents of the University of California, Davis Extension for $256,913.00 for the provision of staff training for the period July 1, 2021 through June 30, 2022, including non-standard mutual indemnity provisions; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($25, 691) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with the Regents of the University of California, Davis Extension for $256,913.00 for the provision of staff training for the period July 1, 2021 through June 30, 2022, including non-standard mutual indemnity provisions; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($25, 691) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Under this Agreement, the Regents of the University of California, Davis Extension (UCD) will provide the Department of Social Services with training to enhance worker skills which are essential to providing quality services to the community. The training topics include but are not limited to: Case Management; Communication and Job Management; Eligibility, Employment Services and Welfare to Work; Fiscal Workshops; Fraud Investigation Workshops; Leadership, Management and Supervision; Support Staff Workshops; and Training for Trainers. This agreement provides for sixty-five (65) units (days) of training.
UCD requires that the agreement be executed using the UCD standard agreement form, which includes non-standard mutual indemnification provisions. The Department is recommending approval of this exception to the County’s standard indemnity language due to limited alternative resources for these types of trainings.
OTHER AGENCY INVOLVEMENT:
The Auditor Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by Social Services Federal and State revenues and realignment revenues. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2021-22 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Administration Strategic Initiative adopted by the Board of Supervisors by providing training opportunities for Department employees across multiple branches that will allow for more efficient and effective services to the Department’s customers.
