Report
RECOMMENDATION:
It is recommended the Board of Supervisors adopt a resolution to adopt revised Rules and Regulations of the Monterey County Parks Commission, hereafter known as the Monterey County Parks Commission Bylaws.

SUMMARY/DISCUSSION:
On May 7, 2020, the Parks Commission approved the creation of a subcommittee to review the current rules and regulations established for the Parks Commission and to work on developing alternative considerations for the roles, responsibilities, and duties of the Parks Commission. On April 1, 2021, the Parks Commission received a report from the subcommittee and voted to support that the subcommittee's recommended changes and staff modifications be forwarded to the Board of Supervisors for consideration and adoption of the proposed Parks Commission Bylaws. Attachment A provides a redline comparing the existing Commission rules and regulations with the proposed Bylaws. Two significant revisions include: 1) changing the terms of the Park Commissioners to align with the appointing Supervisor's term; this will temporarily result in shortened terms following the expiration of current terms to align appointees with their Supervisor, and 2) Implementation of an annual rotation selection of the Chair and Vice Chair. Upon adoption by the Board, the Parks Commission Bylaws (Attachment B-Draft Resolution) will become effective immediately.

OTHER AGENCY INVOLVEMENT:
County Counsel reviewed and approved the proposed Bylaws as to form.

FINANCING:
Public Works, Facilities, & Parks serves as staff for the Commission. Staff time associated with preparing this report is included in the Resource Management Agency's Fiscal Year 2020-21 Adopted Budget. No financial impact will result from the recommendation and related action.
