RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt a resolution to authorize the County of Monterey to participate in the State Rental Assistance Program - 2; and
b. Authorize the Director of Social Services to act on behalf of the County in connection with the State Rental Assistance Program - 2 block grant award and to enter into, execute, and deliver any and all documents required or deemed necessary or appropriate to be awarded for the State Rental Assistance Program - 2, and all amendments.

SUMMARY/DISCUSSION:
On March 11, 2021, the American Rescue Plan Act of 2021 ("ARPA") was signed into law. Section 3201 of ARPA established the federal Emergency Rental Assistance Program ("ERA2") and authorized the direct allocation of emergency rental assistance funds to states, the District of Columbia, units of local government, and territories. The ERA2 funds are intended to assist low-income households that have experienced financial hardship due to the COVID-19 pandemic, are unable to pay for rent and utilities, and are at risk of experiencing homelessness or housing stability. The County of Monterey was eligible for a direct allocation and received 40% ($4,084,571.60) of the total $10,211,429.00 in ERA2 Funds allocated by the U.S. Department of the Treasury. Ongoing disbursement of the remaining ERA2 funds is dependent on meeting spending benchmarks. To date, Monterey County has met all spending benchmarks for ERA1 and expects to remain on track for ERA2.
