RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and Authorize the Contracts/Purchasing Officer or designee to execute a Standard Agreement with Employnet, Inc. for temporary staffing services for the term March 4, 2022 through December 31, 2022, in an amount not to exceed $300,000.

SUMMARY/DISCUSSION:
Each election, the Elections Department utilizes temporary staffing agencies to fill over 200 temporary positions necessary to meet federal and state mandates related to election administration. Further, temporary staff associates are essential in serving upwards of 210,000 registered voters across Monterey County. This request is made in an effort to maximize the total number of available associates for the next three scheduled elections. The contract service period will include elections in April, June and November of 2022, respectively.

OTHER AGENCY INVOLVEMENT:
The offices of the County Counsel and Auditor-Controller have reviewed and approved the Agreement as to form/legality and fiscal provisions, respectively.

FINANCING:
There are sufficient appropriations included in the Elections Department (ELE001-1410) Adopted Budget for Fiscal Year (FY) 2021-2022. Cost for FY 2022-23 will be included in the Requested Budget.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The proposed recommended action addresses the Board of Supervisors Administration Strategic Initiative.
