RECOMMENDATION/SUMMARY:
a. Approve and authorize the Library Director to execute a three-year Memorandum of Understanding ("MOU") for the term of May 23, 2023 to May 22, 2026 with the Alliance on Aging ("Alliance") to partner with Monterey County on Behalf of the Monterey County Free Libraries, and
b. Authorize the Library Director to execute up to three future annual amendments to the agreement that do not significantly alter the scope of work.

DISCUSSION:

In March of 2021, one of the first formal MOUs adopted between the Monterey County Free Libraries and the Alliance on Aging was put into place so that the Alliance could continue to use public library spaces during COVID to offer critical tax preparation services to Monterey County older adults. The partnership is ongoing and serving both agencies, and the residents of Monterey County well.

The goal of revising the MOU at this time is to expand the ability of Monterey County Free Libraries to host services offered from the Alliance, encompassing such things as public programs and workshops free of charge in County library facilities. In addition, much of the COVID specific language is now out of date, and is replaced with general safety language. Other language changes throughout the MOU are recommended by County Counsel, in alignment with other current MOUs.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the MOU as to legal form. A copy of the MOU will be placed on file with Clerk of the Board.
