9:00 A.M. - CALL TO ORDER  
The meeting was called to order by Chair Gonzales at 9:01 a.m.

Public Hearing to consider the construction of a 2,265 square foot single-family dwelling with a  
detached 740 square foot garage and associated site improvements, including a driveway and decks,  
and development on slopes in excess of 25%.  
Project Location: 28007 Mercurio Rd, Carmel.  
Proposed CEQA action: Find the project Categorically Exempt pursuant to CEQA Guidelines  
section 15303, and there are no exceptions pursuant to Guidelines section 15300.2.  
Hya Honorato, Project Planner presented the item.

Public Comment: None  
It was moved by Commissioner Hartzell, seconded by Commissioner Roberts  
and passed by the following vote to find that the project qualifies for a Class 3  
Categorical Exemption pursuant to CEQA Guidelines section 15303 and that  
none of the exceptions set forth in Guidelines section 15300.2 apply and  
approve a Combined Development Permit consisting of a Administrative  
Permit and Design Approval to allow construction of a 2,265 square foot  
two-story single-family dwelling with a detached 740 square foot garage and  
associated site improvements and a Use Permit to allow development on slopes  
in excess of 25% with the addition of a landscaping condition.

REFERRALS  
PLANNING COMMISSION REFERRALS

Secretary Beretti reviewed the referrals, and the Commission received the  
referral update.  
DEPARTMENT REPORT  
Secretary Beretti informed the Commission that Hya accepted a position with Public  
Works Traffic Team.  
Secretary Beretti Accela is working on a revised platform for the public facing portal  
to make it more user friendly.  
Secretary Beretti informed the Commission that the California Coastal Commission  
certified the Vacation Rental Ordinance and that the item will be before the Board of  
Supervisors on September 23, 2025.  
Secretary Beretti informed the Commission that the Signal Hill project was approved  
with a reduced and modified design by the Board of Supervisors on August 26, 2025.  
Secretary Beretti informed the Commission that the Housing Element received the  
formal finding letter from State Housing and Community Development.  
Fionna Jensen informed the Commission that we have ten (10) Builders Remedy  
Applications.
