RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Monterey County Sheriff to execute the Memorandum of Understanding (MOU) between the County of Monterey, the City of King, and the Salinas Valley Fair, Inc., to establish a framework of law enforcement responsibilities for the County owned Salinas Valley Fairgrounds located at 625 Division Street in King City, California.

SUMMARY/DISCUSSION:
The County of Monterey, hereafter "County", owns certain properties located within the City of King, hereafter "City", commonly referred to as the Salinas Valley Fairgrounds located at 625 Division Street, King City, California, hereafter "Fairgrounds". The Fairgrounds leased to the Salinas Valley Fair, Inc., hereafter "SVF", are described in the lease agreement between the County and SVF (Attachment A).

The Fairgrounds hosts a variety of events such as the annual fairs which typically lasts several days and involves thousands of visitors, entrants, and vendors, and is currently operated by SVF. However, other activities are also held at the Fairgrounds throughout the year, including events such as the flea market, rodeos and barrel racing, fundraisers, weddings, dances, and other community activities or celebrations. These events have the potential for impacts on nearby areas outside of the Fairgrounds related to noise, public safety, and other items.

The County provides law enforcement services within the County jurisdiction through the Monterey County Sheriff's Office, and the City provides law enforcement services within the City jurisdiction through the King City Police...
