RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:
a. Approve a Professional Services Agreement with Worthington Products Inc. (Worthington), in the amount not-to-exceed $580,000 to provide engineering design services and materials of a TUFFBoom boat safety barrier system for San Antonio Dam; and
b. Authorize the General Manager to execute the agreement.
SUMMARY/DISCUSSION:
On June 15, 2026, the Monterey County Water Resources Agency Board of Directors (Board)
approved an agreement with Worthington for engineering services, materials, and construction of a TUFFBoom boat safety barrier system at San Antonio Dam, in an amount not to exceed $1,416,176. After the Board’s approval, Worthington informed the Agency that the cost estimate submitted had assumed the use of an out-of-state contractor for the buoy installation portion of the work. If Worthington had used a California licensed contractor, as required, the total cost would have exceeded the Board approved agreement amount.
Therefore, to ensure compliance with State contracting requirements while maintaining established project timelines, it is proposed that the buoy line project be phased, with Worthington providing engineering services and materials procurement only, and the buoy line installation work will be solicited through a competitive bidding process at a future date.
OTHER AGENCY INVOLVEMENT:
California Department of Water Resources Division of Safety of Dams will need to approve the TUFFBoom boat safety barrier system anchor design prior to design finalization and installation.
