Public Hearing to consider:
a. Appeals by Katherine and Daniel Rhodes, Stephen Grebing, Kirk and Christine Thorburn, Karen Wright and Josh Ohanian of the August 13, 2026, Zoning Administrator’s decision to approve a Coastal Development permit (PLN250319/Raman) to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer (Commercial Vacation Rental).
b. Finding the project Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines section 15301, and there are no exceptions pursuant to Section 15300.2; and
c. A Coastal Development Permit for a Commercial Vacation Rental to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
a. Deny the Appeals by Katherine and Daniel Rhodes, Stephen Grebing, Kirk and Christine Thornburn, Karen Wright and Josh Ohanian of the August 13, 2026, Zoning Administrator’s decision to approve a Coastal Development permit (PLN250319/Raman) to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer (Commercial Vacation Rental).
b. Find the project Categorically Exempt pursuant to CEQA Guidelines section 15301, and there are no exceptions pursuant to Section 15300.2; and
c. Approve a Coastal Development Permit for a Commercial Vacation Rental to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer.
The attached draft resolution includes findings and evidence for consideration (Attachment A). Staff recommends approval, subject to 7 conditions of approval.
