Public hearing to consider:
a. Appeals by Stephen Grebing, Kirk and Christine Thorburn, and Karen A. Wright of the August 13, 2026, Zoning Administrator’s decision to approve a Coastal Development permit (PLN250326/WELLS) to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer (Commercial Vacation Rental);
b. Find the project Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines section 15301, and there are no exceptions pursuant to Section 15300.2; and
c. Approve a Commercial Vacation Rental to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer.

RECOMMENDATIONS
It is recommended that the Board of Supervisors adopt a resolution to:
a. Deny the appeals by Stephen Grebing, Kirk and Christine Thorburn, and Karen A. Wright of the August 13, 2026, Zoning Administrator’s decision to approve a Coastal Development permit (PLN250326/WELLS) to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer (Commercial Vacation Rental);
b. Find the project qualifies for a Class 1 Categorical Exemption from CEQA Guidelines Section 15301, and that none of the exceptions from Section 15300.2 apply to the project; and
c. Approve a Coastal Development Permit to allow the use of a residential property for transient lodging for a period of 30 calendar days or fewer.
The attached draft resolution includes findings and evidence for consideration (Exhibit A). Staff recommends approval subject to 7 conditions of approval.
